Vietnam Deel 2

Ik wilde je nog vragen of ik er een aantal moest opsturen zodat je met tet ook wat cadeaus kon uitdelen. :)

Ik heb ruim een jaar voor ik jouw kant op kom dus heb ik ook ruim de tijd om wat dingen uit te zoeken.
Gelukkig lees ik ook al een tijdje mee en hierdoor was mijn vrouw ook verbaasd dat ik al wat dingen wist over Vietnam en dat de dingen die ik had verteld ook klopte. Dat is anders nooit. :P

Vorige week heb ik deel 1 gelezen, nu deel 2 doorgespit. :9 Vietnam, wat heeft mij dat land enorm verrast! :) Vorig jaar ben ik vier weken in Vietnam geweest, drie weken in en om Hoi An geweest en een motorscooter gehuurd, een Honda Nouvo van 135cc.

De vrijheid die ik toen kreeg was enorm. Tijdens die gevaarlijke tripjes heb ik enorm veel gezien én beleefd! *O*

Echter is het mij zover in het hoofd gestegen dat ik in december mijn motor-theorie al heb gehaald, de eerste motor-rijles al heb gehad, motorlaarsen en handschoenen heb gekocht. ...en toen ik mijn droommachine zag staan, een KTM 990 Adventure, kon ik die niet laten staan! :]

De bedoeling is om binnen nu en 5 jaar op de motor naar Vietnam op de motor te gaan. Natuurlijk hoop ik van harte als ik toegang tot het fantastische land krijg, zodat ik met mijn 1000cc motor IN Vietnam mag rijden en dat het niet een reis TOT Vietnam gaat worden. :+

Alleen zover ik overal kan lezen zal dat hem niet worden, oom agent rijdt op een 250cc en die wil niet ingehaald worden. :')

Is het ook mogelijk dat U als Vietnam-kenner een spannende brief naar de president van Vietnam Trần Đại Quang kan sturen? Hij is nog niet zo lang aan het bewind, nieuwe mensen, nieuwe ideeën. ;)

Er zijn zoveel mensen die graag op hun motor dat prachtige land willen doorkruisen! :] Het zou voor oom agent een bron van inkomsten zijn, want iedere toerist rijdt daar natuurlijk te snel én iedereen moet even een paar ongeschonden cash US Dollars bij de douane inleveren. Ik zeg win, win situatie! :Y

Ik heb gisteren ook een aantal Vietnamese vrienden en bekenden een mail gestuurd. Eén van hen stuurde de volgende wens terug:

Minh heeft inmiddels een wijziging doorgestuurd naar meneer Google dus misschien komt er binnenkort een betere wens uit.

Inmiddels rijden er al redelijk wat zwaardere motoren. Die 900 cc KTM staat ook gewoon hier in de KTM-shop in Nha Trang. Je moet alleen een A2 rijbewijs hebben. Ik weet alleen niet of het is toegestaan om op een eigen machine hier rond te rijden.

Tegen de tijd dat het tijdstip van de trip wat duidelijker is wil ik wel eens kijken naar de mogelijkheden. Zaken veranderen hier zo snel dat het nu weinig zin heeft.
 
Pilot issuance of electronic visas to foreigners to Vietnam from February 01, 2017

Van de website van het Vietnamese Ministerie van Justitie:

The National Assembly issued Resolution No.30/2016/QH14 dated November 22, 2016 on pilot issuance of electronic visas to foreigners to Vietnam. Electronic visa is a type of visa granted to a foreigner wishing to enter Vietnam by the Department of Immigration. The electronic visa is issued via an electronic transaction system and shall be valid only once for no longer than 30 days.

Electronic visas shall be granted to citizens of countries that meet the following eligibility requirements:
a) A foreign country has the diplomatic relation with Vietnam;
b) It is suitable for the socio-economic development and foreign affair policies of Vietnam in certain period of time;
c) It does not prejudice to Vietnam’s national defense and security and social order.

A foreigner who has a passport and is not in any case stipulated in Article 21 of the law on entry, exit, transit and residence of foreigners in Vietnam. If a foreigner granted an electronic visa, after entering Vietnam, applies for a new visa, the Department of Immigration shall follow the Law on entry, exit, transit and residence of foreigners in Vietnam.

According to the Resolution, the pilot issuance of electronic visas will be carried out for 02 years from February 01, 2017. And by the end of 2018, the Government will report the implementation of this Resolution to the National Assembly.

Vietnam launches online meal plan software for schools

Vietnam’s health and education ministries on Thursday launched an online platform allowing schools to design nutritiously balanced meal plans for students from a bank of 360 dishes.

The platform, accessible at buaanhocduong.com.vn, comprises of 120 pre-designed meal plans featuring 360 unique dishes for use throughout the year. The meal plans are categorized by age groups and regions, with each category showcasing dishes with appropriate nutritious values for that specific age group, using popular ingredients of that region.

The software also allows schools to compile their own meal plans based on the available dishes, calculate the nutritious values of their current meal plans, and estimate the costs for such meals.

The platform is part of the ‘School Meal’ project, which aims at eradicating nutrition-related diseases and physical shortcomings among Vietnamese children by providing schools with balanced meal plans.

Launched since 2012 by the Vietnam branch of Japanese food maker Ajinomoto, the Vietnamese ministries of health and education, ‘School Meal’ has helped more than 2.6 million students at nearly 3,700 schools countrywide get access to balanced diet.

Ngu Duy Anh, head of the Student Affairs Bureau under the education ministry, said the project’s foremost mission is to raise awareness among schools in Vietnam on the importance of nutrition for children.

According to statistics provided by Vietnam National Institute of Nutrition, the country is fighting a two-front war in improving nutritious health of its younger generation, as children in rural areas have been suffering from malnutrition while those in the cities are facing risks of obesity.

Micronutrients deficiency is common among both groups of children, the institute noted.

De moeder van één van Minh’s studenten kookt voor een groep minority-kinderen op een school. Ik heb al een afspraak met haar dat ik een keer mag gaan kijken en foto’s maken. Als die een beetje gelukt zijn, zal ik ze uiteraard hier plaatsen met het bijbehorende verhaal.
 
Toko

Om in vervolg op gisteren nog even bij eten te blijven.

In FredVN in "Vietnam Deel 2" beschreef Ton zijn ervaringen in de Toko in Spijkenisse. Tijdens onze vakantie nodigde Ton ons uit om daar een kom Pho te eten. Speciaal voor ons hadden ze Pho Bo gemaakt (met rundvlees).

Het was erg gezellig: binnen de kortste keren klonk er een hevig gesnater in het Vietnamees. Ook de Pho smaakte goed. We zijn tot ruim na sluitingstijd blijven hangen.

Kortom: aanbevolen.
 
Natte voeten…

Eén van de paden, waar ik wel eens fiets, loopt langs een kanaal. Normaal is het er rustig met af en toe een (motor)fiets. Eergisteren was het heel rustig: helemaal niets. De reden bleek toen ik halverwege was.

The slow wind-down in Vietnam

Strange how the stress levels increase as the nation slows down. Vietnam will slow to a crawl (apart from the traffic!) across Christmas and the New Year heading towards Tet, the Vietnamese Lunar New Year. As the twinkle of Chrissy lights switch on across Vietnam, the bedroom lights are also on late into the evening as senior students prepare for their final exams and others, their mid-terms. Luckily, electricity is cheap in Vietnam.

I’m already receiving those frustrated, anxious late night Facebook messages from students freaking out, looking for reassurance and someone to off-load their angst on. Oddly, at the same time, class attendances are falling as my students begin the annual round of school and work parties, not to mention compulsory family get-togethers.

Almost nightly, my students repeat those same old modal verbs of obligation. ‘Hey, Stivi! Can I be absent because I have to/must/should/need to...’ You get the idea... Sigh... Even my IELTS students are abandoning study for the more serious family demands to help out with the shopping or to prepare for their final tests. I’ve never seen so many bags under young eyes before...

I was intrigued to learn that some exams were going to be delayed because the Christian students would be attending church. Maybe they’ll secretly study physics during the sermon. I get the impression it’s all rather metaphysical.

This time of year can be a very distracting time, with all those parties. It can be easy to forget to stock up for Tet, with shops and banks shutting down for at least the last four days of the traditional rituals of holiday.

This year I’m working on the day Australia celebrates Christmas, the 25th, however our students will have a mini-feast. Hopefully there will be lamingtons, a combination of sponge cake, chocolate and coconut that’s never failed to cheer up a stressed student.

I highly recommend anyone reading this who doesn’t know about lamingtons, an Australian invention, to find the recipe on the Internet. They’re incredibly easy to make.

This year I’m planning to enlist the skills of Da Nang’s catering maestro, Tony Hill, to whip up a batch of brownies and lamingtons. As I teach my students; they are ‘delicious, yummy, awesome, irresistible’ and ‘to die for’. The last adjective always gets a look of shock.
Unfortunately due to Vietnam’s incredibly silly visa rules, I’ll be travelling overland to Cambodia on another visa run around the Western New Year. I like Cambodia. It’s a weird breath of fresh air after a year or two of dealing with Vietnam’s labyrinth layers of business permits, contracts and registering a business.

Even getting a Cambodian visa takes ten minutes compared to Vietnam’s slow, time-consuming, crowded, bureaucratic land border procedures. And why, oh why, dear Vietnam, do you have to fill up a whole passport page with a Vietnamese visa? Is it some form of punishment?

As I return in early January, my little school will grind to a halt, as family obligations ahead of Tet demand housecleaning, food preparation for dozens of relatives, gift shopping and pre-Tet parties. I’m kinda envious, but it’s very cool that the Vietnamese will celebrate four events; Christmas, the foreigners’ New Year, a pre-Tet warm-up and then Tet!

For the world-weary, grumpy, old expat the ‘slow wind-down’ is part of the culture we have learned to snuggle into. Having said that, it’s the most intense two-month period of the annual intake of fresh-faced, enthusiastic new expats - all wanting to teach English, find accommodation and start a yoga studio, gym class or gluten-free shop.

I’m sure it will be chaotic at the airport as I set out on my voyage of discovery soon. The bus to Cambodia will be exhausting. The running around in the pot-holed tuk-tuk in Phnom Penh will damage my back and the return journey will be just as infuriating.

Yet the slowdown is a great time to be in Vietnam provided you’re not trying to make money or trying to get things done in a hurry. It’s an excellent time to catch up with long lost friends, think about what you’ve accomplished (or successfully avoided...), savor the warmth of close friends in our drizzly, supposedly chilly winter - that or a Vietnamese hot pot - and simply put off everything until mid-February.

So go with the flow... Slow down yourself and take the time to chill out and look around the world you occupy and the people that you helped, encouraged and loved. Put off the chores for a while and decorate your space.

You might be wearing a big jacket to keep the chill outside, but you’ll feel warm and fuzzy inside. And if that doesn’t work, I do recommend a cold Larue.

Nou, nee hoor. Dat is eigenlijk al een paar weken geleden begonnen. En het eindigt in mei.

Nou, nee hoor. Niks moeilijks aan. Zou de Manager/Engelse lerares ook in een paar minuten moeten kunnen verklaren.

Maar ook, omdat het wel aardig is de verschillen tussen Nederland en Vietnam te laten zien. Dat die uitleg de sponsors, die er n.b. voor zorgen dat dit kind naar school kan, onthouden wordt, tja, daar ik ik helaas ook weinig aan doen. Ah, misschien werd er bedoeld dat het voor hun te moeilijk is... O-) :+

Cijfers voor mondelinge vragen die aan een leerling in de klas worden gesteld. Eén keer per semester worden de leerlingen voor de klas geroepen om een paar vragen te beantwoorden over de voorgaande les. Daar krijgen ze een cijfer voor.

Er zijn nog wat trucs daarvoor. Als je regelmatig tijdens de les je hand opsteekt dat je een antwoord weet, dat is de kans groot, dat je niet meer voor de klas wordt geroepen maar automatisch een goed cijfer krijgt. :+

15’
Dit is een schriftelijke test die 15 minuten duurt en gaat over de vorige les.

Viet.
Dit is een schriftelijke test van 45 minuten over de stof van een langere periode, bv. een maand of een aantal hoofdstukken van het studieboek.

KTHK
Dit zijn de cijfers voor een test over het gehele voorgaande semester.

TBHK
Dit is een gemiddelde over alle cijfers.
Op alle cijfers wordt een vermenigvuldigingsfactor losgelaten.

Gemiddeld cijfer: 73,5 / 13 = 5,7

DBQ
Onderaan staat dan nog DBQ, wat het gemiddelde van de kolom TBHK is. Ofwel het gemiddelde van het gemiddelde.
De XH is het aantal cijfers dat in die kolom staat.


Analyse
Uit de getoonde cijfers kun je nog wel meer globale conclusies trekken. Voor deze leerling:
• De cijfers voor “stampwerk”, het “domweg leren van cijfertjes” als bv. jaartallen bij geschiedenis, zijn vrij goed.
• Vakken waar interpretatie belangrijker is, gaan een stuk minder.

Er zijn twee mogelijke oorzaken:
• de leerling heeft moeite met vragen, die nadenken vereisen
• de leerling gaat niet naar de extra lessen, waardoor ze niet alle kennis op kan doen voor de testen.


Mooi. Was dat nou echt zo moeilijk? O-)



Naschrift Fred
Het artikel is door mij geschreven, uiteraard op basis van de informatie van Minh. Zij heeft ook het uiteindelijke artikel op juistheid gecontroleerd.

Als mensen bij voorbaat al gaan roepen dat iets te moeilijk is wordt ik meestal nogal narrig. En al helemaal als het gaat over iets simpels als de rapportcijfers van een middelbare school.

Hier is het met name een diskwalificatie van de sponsors, die er notabene voor zorgen dat deze kinderen naar school kunnen en vervolgens worden weggezet als een stel onbenullen, voor wie zelfs het lezen van een middelbaar schoolrapport te hoog gegrepen is.

Het hele artikel is dan ook primair uit deze narrigheid ontstaan. En ja, dan wil er wel eens iets sarcastisch uitfloepen. O-) Dat alles uiteraard in de wetenschap, dat het allemaal geen bal uitmaakt en de foutieve informatievoorziening voor de sponsors op dezelfde manier vrolijk verder gaat.

Ach ja, ik blijf masochist (en sarcast)...

Ik heb het vrij regelmatig over terras en Dalatwijn. Zo vaak, dat men zich misschien zorgen gaat maken of dat nog een beetje wil lukken met die wijn.

Vietnam to allow screening of 18+ movies from 2017

A new film-rating system is slated to take effect on January 1, 2017, allowing for the first time the screening of adult movies not suitable for viewers under 18 years of age in Vietnam.

According to the new ratings by the Ministry of Culture, Sports and Tourism, movies will be labeled based on four age restrictions before reaching theaters across Vietnam. The classifications include films that are suitable to general audience, with all ages admitted, and movies that are only allowed for viewers of at least 13, 16 and 18 years of age, respectively. The respective labels for the four categories are P, 13+, 16+ and 18+.

The rating system is quite different from that of the Motion Picture Association of America, which includes such ratings as G (General audience), PG (Parental Guidance Suggested), PG-13 (may be inappropriate for children under 13), R (Restricted - under 17 requires accompanying parent or adult guardian) and NC-17 (Adults Only). The 18+ rating applied in Vietnam is similar to the NC-17, which is worded as “no one 17 and under admitted.”

According to the culture ministry, the ratings are based on such parameters as the film theme, topic, language, content and the level of untidy, sexual and violent scenes, as well as the use of drugs. Until today, the companies that release adult films in Vietnam usually have to cut all explicit scenes to be allowed to screen the works as 16+ movies.

The new rating system, which finally allows films intended for adult viewers to be screened, is therefore hugely welcomed by Vietnam’s film industry. Local filmmakers said they will no longer have to worry if their works are banned from screening for explicit content, while releasing firms can now sigh a breath of relief as they will no longer have to show cut movies to fans at the expense of their complaints.

A recent flick released late 2016, Chay Di Roi Tinh, was in an ironic situation when it was forced to be labeled as 16+ because Vietnam was then yet to have the 13+ rating. Consequently, a young actor of the film was not allowed to watch his own movie as he is under 16 years old.

Rekening controleren

Vietnamezen controleren altijd minitieus de rekening in restaurants etc. Elke regel wordt bekeken en nagerekend.

Dit zit ook bij Minh in haar genen. Dat dit regelmatig terecht is bleek toen we het afgelopen jaar gasten uit Nederland hadden. Op de rekening stond ook een krat bier. Dat viel meteen op: ik lust helemaal geen bier. Bij navraag bleek die van de tafel naast ons.

Het zou mij trouwens absoluut niet verbazen als die zelfde krat bier ook bij de tafel naast ons in rekening zou zijn gebracht.
 
Vietnam province denies rumors of cable car through Son Doong Cave

Any report claiming that a cable car system will be built through the world’s largest cave Son Doong in the north-central Vietnamese province of Quang Binh is groundless, the provincial tourism department has asserted.

News has been circulated recently that a realty developer has conducted field study inside the cave, located in the Phong Nha-Ke Bang National Park, for the cable car construction, raising concern among conservationists. “Such information is ill-founded,” Ho An Phong, director of the Quang Binh tourism department, confirmed to Tuoi Tre (Youth) newspaper.

To date, the Quang Binh administration has issued no in-principle plan or approval to such a construction, Phong underlined. He added that if a certain individual or organization is really conducing field study to build cable car inside Son Doong, it is still “something very normal.”
“Businesses, scientists and experts can conduct independent, scientific and even cable car studies inside the cave, whatever,” he said. “But whether they are allowed to implement the project, and how, is a complicated and closely supervised procedure from proposal submitting to approval.”

Phong said the Phong Nha-Ke Bang is as wide as 123,000 hectare , with many rough-terrain areas so a cable car may help visitors to travel in those unwalkable areas. However, he pressed, “it is impossible to build a cable car through any cave in general, and Son Doong in particular, because the rugged terrain. “Even when the construction is feasible, it is an unacceptable project as it does harm to the natural heritage,” he said. Phong said any business wishing to build a cable car in Phong Nha-Ke Bang has to follow the law and has an environment impact assessment and approval from the Vietnamese government and judgment from the UNESCO.

In July 2016, the UNESCO World Heritage Committee expressed its concern regarding the cable car proposal during its 40th convention session in Istanbul, Turkey. In a report adopted after the week-long convention, the committee expressed concerns about the potential impacts the allegedly proposed cable car service may have on the strictly protected zone of Son Doong.

In early January, the Quang Binh administration said in a report to the government that it had taken these concerns into serious consideration. The administration underlined that it “always respects the need to protect the heritage and to enact protection and conservation measures for the site,” and as a consequence, “the cable car project will only be implemented with approval from the Vietnamese prime minister, and with agreement from UNESCO.”

Son Doong Cave became internationally known after a group of cavers from the British Cave Research Association conducted a survey on the area in April 2009. The cave has since been known as the largest cave passage cross-section in the world, according to the National Geographic.

In early August 2013, the first tourist group explored the cave on a guided tour, and tourists can now apply for permits, available on a limited basis, to explore the cave. Last year only 500 permits were issued for the 2015 season, which ran from February to August.

In dit soort situaties vrees ik altijd voor: “waar rook is, is vuur”. Al helemaal hier in Azië. Als voorbeeld de oerlelijke en volstrekt nutteloze kabelbaan hier over de baai van Nha Trang!
 
Safety

Omdat ik zo in de loop der tijd een grote hoeveelheid Q-miles bijeen had gespaard had ik op de terugweg een upgrade naar business class.

Eén van de zaken die opviel was, dat de armleuningen bij start en landing helemaal naar beneden moesten. Op mijn vraag aan een stewardess waarom dat moet kwam het antwoord: "safety. Op die manier kunnen de passagiers bij problemen gemakkelijker het vliegtuig verlaten."

"Ja maar, in de economy class blijven de leuningen wel normaal zitten en gaat het verlaten van het vliegtuig dus veel moeilijker" was mijn verweer.

"Terrible" was het volstrekt onaangedane antwoord.
 
'Nederlanders durven vaker om doggybag te vragen'

Bezoekers van restaurants schamen zich er steeds minder voor om een doggybag voor het overgebleven eten te vragen. In 2014 schaamde 52 procent zich hier nog voor. In 2015 liep dit al terug naar 47 procent, vorig jaar zakte het verder naar 38 procent.

Dat blijkt uit onderzoek van Natuur & Milieu onder 750 ondervraagden.
Sinds de milieuorganisatie in 2014 een doggybag-campagne startte, zijn er 415.000 doggybags bij restaurants terechtgekomen. In totaal 100.000 daarvan deelden Natuur & Milieu gratis uit. Daarnaast werden er via de horeca-groothandels 315.000 doggybags verkocht aan restaurants.

Het afgelopen jaar kregen 1,3 miljoen Nederlanders (acht procent) vaker een doggybag aangeboden dan de jaren ervoor. "We pleiten ervoor dat de doggybag volledig ingeburgerd raakt in Nederland. Het past bij onze cultuur: 77 procent van Nederland heeft een hekel aan voedselverspilling. Daarnaast vinden we het als zuinige Hollanders zonde van het geld om voedsel weg te gooien", aldus een woordvoerder van Natuur & Milieu.

In Vietnam is het al heel lang normaal om overgebleven drank en eten mee te nemen. En als we met de familie bij een buffet-restaurant eten helpen ze allemaal een handje mee om Bugi en Ruby ook een feestmaal te bezorgen. :+
 
Rijbewijs

In K@W@ in "*** Muuk, en Grappige Zooi Topic - 49 De..." staat een fraai voorbeeld van geld-uit-de-zak-proberen-te-kloppen spam. In dit geval wordt gedreigd met het innemen van het rijbewijs.

In Vietnam is dat een vrij normale gebeurtenis. Het is Minh ook al eens overkomen. Ze reed door rood en werd aangehouden. Het kostte haar een boete én haar rijbewijs werd ingenomen. Een maand later mocht ze dat weer op gaan halen op het politiebureau van Dien Khanh. Zie FredVN in "Vietnam"
 
Schoolrapport 2

In FredVN in "Vietnam Deel 2" is toegelicht hoe een Vietnamees schoolrapport er uitziet en wat je daar zoal voor conclusies uit kunt trekken. Maar er is nog meer.

Het rapport wordt ook gebruikt om de excellente leerlingen te selecteren. Allereerst gelden de rapportcijfers. Er zijn 4 categorieën:
  • Goed
  • Redelijk
  • Voldoende
  • Slecht
Je valt in de categorie “goed” als je voldoet aan alle onderstaande voorwaarden:
  • Gemiddelde cijfer (DBQ op rapport) >= 8,0
  • Wiskunde of literatuur >= 8,0
  • Alle gemiddelde cijfers (TBHK op rapport) >= 6,5
De overige 3 categorieeën zijn voor dit verhaal wat minder belangrijk.

Als tweede geldt de attitude: of de leerling zijn best doet, hoe hij/zij zich in de klas gedraagt (en denkelijk ook of het onderwijzend personeel je mag).
Hier dezelfde 4 categorieën.

Leerlingen, die voor zowel rapportcijfer als attitude “goed” hebben krijgen de titel “excellent”. Die titel wordt één keer per jaar gegeven. Het levert ook nog wat op:
  • Een “award” van school, bv. een aantal schriften.
  • Een klein bedrag van het dorp, bv. VND 100.000.
  • Misschien een klein geldbedrag van het district.
De geldbedragen worden alleen ter aanmoediging gegeven aan leerlingen, die ver van de stad op school zitten.

Eigenlijk is er ook nog een titel “goed”. Als een school voldoende geld heeft, is er voor die categorie soms ook nog wel een kleinigheid. Ze krijgen geen geld. De selectiecriteria voor deze groep geloof ik verder wel.
