Zoals al te merken aan het aantal eigen posts gebeurt er op dit moment niet zoveel hier. Verder staat de “bron van inspiratie”, die de website van het schoolgeldproject is, ook al weer zo’n 1½ maand droog, dus dat schiet ook niet op. Ook niet voor de donateurs trouwens.
Vandaar de aanvulling met wat toepasselijke artikelen. Maar ook daar schijnt het komkommertijd te zijn want er komt ook niet veel nieuws bij.
Men is alleen een heftige poging aan het doen om mensen in HCM op te voeden. Over een eerste, m.i. nogal dilettanterige manier was al te lezen in
FredVN in "Vietnam Deel 2" Maar er gebeurt meer. Of het allemaal lukt? Zie de posts de komende dagen.

De eerste die ik benaderde was mijn pvc-shop, gemakkelijk omdat de dochter Engels spreekt en ik dus geen tolk in de vorm van Minh nodig heb. Helaas, de gemaakte afspraak werd een dag later gecancelled. De ouders hadden bezwaren om op internet te komen met de shop.
De volgende afspraken pakken we dus wat anders aan. Alleen, wanneer die zijn...
Aanvulling
Wel, inmiddels zijn er wat aanvullingen.
• Voor het koken voor minority-kinderen moeten we nog een definitieve datum afspreken
• Bakken van cakejes. Stond voor de afgelopen week gepland maar werd gecancelled i.v.m. een begrafenis.
• Markt. Door Minh afspraak gemaakt dat ik foto’s mag maken. Ik kan in principe elke dag gaan. Het voorlopige plan is ergens deze week. Gezien de soort shoot hoeft Minh niet mee.
Als de shoots wat redelijke foto’s opleveren zal ik die hier uiteraard plaatsen met een bijbehorend verhaaltje.
Maar het kan ook zo maar zijn, dat het binnenkort weer een poosje rustig is in dit topic.

Fighting sidewalk occupancy a top priority: Ho Chi Minh City chair
The Ho Chi Minh City administration has given top priority to its ‘sidewalk clearing’ effort, not only in downtown areas but in other districts.
During a meeting focused on the local socio-economic situation on Monday, Chairman of the municipal People’s Committee Nguyen Thanh Phong said that order on the city’s footpaths and roadways must be re-established by March. Phong mentioned the recent campaign led by Deputy Chairman Doan Ngoc Hai of the District 1 administration, praising the official for his firm measures and direct management of the process.
Since Monday last week, a team of police and urban management officers led by Hai has applied measures to penalize those ‘invading’ downtown sidewalks, with no one standing above the law, be it public servants or citizens. Chairman Phong went on to remind the leaders of other districts in the southern hub to start dealing with the problem in their own neighborhoods. Relevant authorities will carry out their own measures to remedy the situation, the leader promised. The effort to reclaim public space on the city’s pavements will require both direct action from local authorities and cooperation from citizens.
According to Vo Van Hoan, chief of the municipal People’s Committee Office, the solutions used by authorities in District 1 are in line with the law and necessary as previous measures have proved ineffective. The approach has received mixed feedback from local residents and officials, Hoan stated, before adding that District 1 has been following directions from the city’s leaders.

District 3 takes action
A group of police and urban management officers in District 3 was tasked with inspecting the situation along several major streets, namely Pham Ngoc Thach, Vo Van Tan, Hai Ba Trung, and some others, on Monday morning. The law enforcers dealt with several automobiles illegally parked on the sidewalk, of which some belonged to public servants and officials, and charged VND700,000 (US$31) for each violation.
Some food and drink vendors who placed their tables on the walkways were also fined VND2.5 million ($109) per case and had their furniture confiscated. “We will make regular patrols on these streets to prevent repeated offenses," said Lieutenant Colonel Pham Minh Phuong, a police official in District 3. "The effort will be extended to other routes in the near future.”
In addition to the two downtown districts, authorities in Binh Tan and Phu Nhuan Districts also initiated a campaign on Monday by dealing with the illegal occupancy of sidewalks on many streets.

Veel beloven en weinig geven....
...is ook een vorm van “briljant beleid”.
Al vele jaren wordt beloofd dat we “eind van het jaar” worden aangesloten op het waterleidingnet. Zoals bv. in 2012: FredVN in "Vietnam"
Maar in augustus vorig jaar kon ik in FredVN in "Vietnam Deel 2" eindelijk melden dat er een begin was gemaakt. En dat lijkt ook meteen het einde. Nergens is ook maar iets van verdere activiteit op dit gebied te bekennen.
Putten met regelkranen liggen gewoon open. Op de foto de hoofdleiding, die van boven af ruw geschat een diameter van ca. 80 mm. heeft. Als hij ooit wordt aangesloten vraag ik mij af of er hier bij ons huis uiteindelijk nog wat druppeltjes uitkomen.
Maar toegegeven, eind van het jaar kan nog steeds.
Uiteraard kan ik moeiteloos nog wel meer redenen opnoemen voor het niet doorgaan van deze weg- en waterbouwprojecten. Maar dat is meer voor het terras. En uiteraard de bijbehorende Dalat-wijn...

Official signals ‘sidewalk clearing’ drive will be launched throughout Ho Chi Minh City
Ho Chi Minh City authorities will likely follow in District 1’s footsteps very soon to ‘reclaim’ sidewalks from vendors, roadside eateries, cars, and motorbikes, as indicated in an official’s proposition.
It has become quite a ‘lifestyle’ for citizens living along the streets to occupy the sidewalks to run their business, Nguyen Ngoc Tuong, deputy head of the municipal Traffic Safety Committee, said. More often than not, peddlers tend to encroach on city sidewalks to earn a living, and so do roadside diner operators, leaving both local and foreign pedestrians angry and disappointed.Likewise, many people are willing to use sidewalks as their free car parking lots while motorbike riders rarely refuse to drive on the walkways to shorten their trips.
Drastic measures must be taken to clear the sidewalks and return them to pedestrians, Tuong asserted.
The remaining districts are strongly advised to follow in the footsteps of authorities in District 1 to take the promenades back to their original state, not only on major routes but on all streets in the southern metropolis, he said. The official suggested a gradual process to prepare for the ‘sidewalk reclamation’ campaign, in which local authorities will encourage and remind residents to keep their business operations from encroaching on public spaces in the first one to three months.

Along the sidewalks that are over three meters wide, officials should divide them into two sections, one for personal use and the other for pedestrians. The two zones will be separated by painted lines, Tuong elaborated, adding that those who cross the lines will surely be penalized.“The one-to-three-month period will allow local residents to reorganize their business activities in a way that does not encroach on the sidewalks,” he added.
After that, he said, violators will be sternly punished, while repeat offenders will face harsher penalties, the official noted. “Once the footpaths are ‘reclaimed,’ local leaders who fail to prevent repeat encroachment should be relieved of their posts,” Tuong said, adding that he would propose the idea to the municipal People’s Committee in the upcoming meeting.

Dit is de eerste uit een hopelijk langere serie over “kleine bedrijfjes in Vietnam”. Uit een kleine 80 foto’s heb ik er uiteindelijk 12 geselecteerd.

Man is de vrouw die een kraam met vlees, vis en groente bemenst.
’s Morgens gaat ze eerst naar een grote markt om inkopen te doen. Vervolgens arriveert ze zo tussen 9:00 en 9:30 op de plaats van haar kraam: onder een parasol met wat houten pallets. De klanten, die meestal al zitten te wachten helpen vaak mee met het afladen van de motor.
Met parkeerplaats voor de deur...
De prijzen die ze berekend zijn de prijzen, die ze er zelf die morgen voor heeft betaald, verhoogd met haar eigen winst. Elk artikel heeft een eigen prijs en je staat er versteld van dat ze dat allemaal zo uit de mouw schudt.
Grote stukken vlees worden tot kleine porties gehakt...
Hele goede en trouwe klanten krijgen soms wel eens wat korting, maar je betaalt altijd meer dan op de grote markt waar de spullen vandaan komen. Waarom mensen dan toch bij haar kopen? Simpel: veel dichterbij.

Sidewalk ‘yellow lines’ prove powerless against disobedient Saigonese
The yellow lines used to separate public sidewalks from business zones on several major streets in Ho Chi Minh City have proved ineffective against curbing pop-up businesses in banned areas.
As part of the ongoing ‘sidewalk clearing’ campaign sweeping through the southern hub, yellow lines have been painted on promenades over three meters wide to separate public walkways from sidewalk business zones.
Accordingly, citizens living along each street are permitted to operate businesses on one side of the yellow line, while the other side is exclusively reserved for pedestrians. However, some residents seem to have missed the memo and instead continue to occupy the entire width of certain sidewalks.
According to the observation of Tuoi Tre (newspaper) reporters on Truong Chinh Street, District 12, space marked by the yellow paint originally intended for customers to park motorbikes in front of local shops seems to have lost out to shopkeepers using the area to display products and advertisements. The result is customers being forced to park vehicles in pedestrian areas.

The situation extends to 3/2 Street in District 10 and Lac Long Quan and Ly Thuong Kiet Street in Tan Binh District where some facilities force customers to park their motorbikes on roadways so businesses can occupy entire pavements. “We just temporarily borrow the sidewalk so we can run a smoother business,” Thanh, a shopkeeper on Ly Thuong Kiet Street, said.
According to Phan Vu Son, chairman of the People’s Committee in Ward 12, District 10, a team of officers will be charged with day and night patrols on 3/2 Street to deal with businesses which choose to encroach on public sidewalk space.
Vo Khac Thai, chairman of District 3, affirmed that local shops should organize their space to allow customers to park on the right side of the sidewalk. Businesses will be held responsible for customers forced to park vehicles in pedestrian zones, Thai added.

Ik bedoel, van stoplichten, die zelfs overal ter wereld een duidelijke officiële status hebben, trekt hier ook geen hond zich iets aan. Zelfs een prikkeldraadversperring zal hier niet helpen ben ik bang.

Ceremonie
Kort geleden werden we uitgenodigd voor een ceremonie bij buren op een paar honderd meter. We hebben niet meegedaan aan de ceremonie zelf maar wel aan het eten erna.
Minh vertelde dat er hierbij verschil is tussen de stad en het platteland waar wij wonen.
Stad
In de stad wordt in principe alleen de familie uitgenodigd. Als voorbeeld de ceremonie voor Minh’s overleden vader. Daar doen we aan de ceremonie mee en we eten mee. Daar heb ik ook nooit anders dan directe familie bij gezien.
Platteland
Daar geldt nog veel meer de oude cultuur. Dat betekent dat niet alleen de familie wordt uitgenodigd, maar ook buren uit dezelfde straat en relaties.
Wij vallen in de categorie relaties: we waren uitgenodigd omdat de dochter één van Minh’s studenten is.
Op de eerste foto is duidelijk te zien waar Minh en ik zitten.
Kort geleden werden we uitgenodigd voor een ceremonie bij buren op een paar honderd meter. We hebben niet meegedaan aan de ceremonie zelf maar wel aan het eten erna.
Minh vertelde dat er hierbij verschil is tussen de stad en het platteland waar wij wonen.

In de stad wordt in principe alleen de familie uitgenodigd. Als voorbeeld de ceremonie voor Minh’s overleden vader. Daar doen we aan de ceremonie mee en we eten mee. Daar heb ik ook nooit anders dan directe familie bij gezien.
Platteland
Daar geldt nog veel meer de oude cultuur. Dat betekent dat niet alleen de familie wordt uitgenodigd, maar ook buren uit dezelfde straat en relaties.
Wij vallen in de categorie relaties: we waren uitgenodigd omdat de dochter één van Minh’s studenten is.

Zigzag sidewalk separation lines create confusion in Hanoi

Some citizens have expressed fierce opposition to such a disorganized way of marking the sidewalks. “I noticed local officers drawing the lines the other day. We don’t agree with the approach as it creates a negative look to the footpath,” Huong, one resident on Nguyen Trai Street, Thanh Xuan District, complained. “If the sidewalks are marked with zigzag lines, I would prefer if there are no lines at all. No one will find them attractive,” Le Xuan Ba, a motorbike taxi driver based on Nguyen Trai Street, said.
Other residents believed that marking the sidewalks in a zigzag fashion would create confusion for vendors along the street as their allotted space is unequal. According to an official of the local administration, businesses along pavements over 3.5 meters wide are allowed a 2-meter wide section to operate in. However, houses along the street are not built in a straight line, resulting in the zigzag-ing lines. “We are erasing the old lines and marking new ones in a more organized manner,” he said.
Meanwhile, along Doi Can Street in Ba Dinh District, thanks to the new ‘white line,’ pedestrians are only allowed a 20-centimeter wide space to walk on, and have begun walking on the road instead.

Onderwijs in instant noodle stijl

In 2015 besloot Vietnam om haar onderwijscurriculum van klas 6 tot klas 12 te veranderen met een budget van 80 miljoen USD. Het curriculum van de basisschool is in de afgelopen jaren gewijzigd.
Het Ministerie van Onderwijs is van plan om de grote lijn voor 7 jaar op te stellen, die zich dan moet ontwikkelen tot detail-informatie voor elke klas en per onderwerp. Ze hebben tot doel de theoretische kennis te verlagen en de praktische kennis te vergroten. Dit inclusief het verminderen van de verplichte vakken en het verhogen van het aantal eigen-keuze-vakken om je zo in een bepaalde richting te kunnen onwikkelen. Ze moedigen ook andere uitgevers aan om leerboeken op basis van het goedgekeurde leerplan te ontwikkelen in plaats van de monopolistische boeken van de ministerie te gebruiken zoals nu gebeurt.
We zijn nu in maart 2017, wat betekent een kleine 1½ jaar vóór het tijdstip dat het nieuwe curriculum in moet gaan: het schooljaar in Vietnam start in september. Eerst het positieve nieuws: het Engelse curriculum en boeken zijn klaar. Het Ministerie was verstandig: ze hebben samengewerkt met een beroemde Engelse uitgever in het onderwijs –PEARSON- om de nieuwe boeken te ontwerpen.
Na het doorkijken van de zeven nieuwe boeken moet ik mijn duim voor ze opsteken. Pearson heeft hun reputatie zeker verdiend. Je kunt het westerse denken en taalgebruik in de lessen als het ware inademen. Ze concentreren zich ook op het aanleren van praktische vaardigheden zoals e-mail schrijven en communicatieve vaardigheden die zeer nuttig zijn voor studenten.
Ze hebben ook gedetailleerde leraar-boeken ontwikkeld om docenten te instrueren hoe de lessen te geven. Mijn enige commentaar is hoe de leraren in Vietnam dit moderne curriculum zullen behandelen met hun beperkte kennis. Maar laten we hen voorlopig het voordeel van de twijfel geven.
Nu is het nadeel. Voor alle andere onderwerpen is het ministerie nauwelijks klaar met de grote lijn en is al begonnen met de details. Ik vraag me af hoe ze binnen een jaar de details en de boeken kunnen hebben ontwikkeld. Het klinkt als het eten van instant noedels. Preventief slikken malariatabletten niet meer nodig voor alle reizigers
Reizigers die naar bepaalde landen in Azië en Latijns-Amerika gaan, hoeven niet langer preventief malariatabletten te slikken in risicogebieden. Pas als ze koorts hebben of zich grieperig voelen, kunnen ze eventueel tabletten innemen.
Dat is de uitkomst van een nieuw malaria-protocol dat het Landelijk Coördinatiecentrum Reizigersadvisering (LCR) per 1 april hanteert, bevestigt een woordvoerder aan NU.nl. Het protocol is gericht op middelmatige risicogebieden en geldt nadrukkelijk niet voor Afrika. De reden voor het nieuwe beleid is de afname van het aantal malariagevallen wereldwijd. "Uit onderzoek van de GGD blijkt dat het aantal malariagevallen wereldwijd tussen 2000 en 2015 is afgenomen met 37 procent", aldus de woordvoerder. "De risico's worden steeds kleiner, vooral in middelmatige risicogebieden."
Recept voor noodbehandeling
Reizigers die op vakantie gaan naar Azië en Latijns-Amerika kunnen bij reizigersvaccinatiebureaus die bij het LCR zijn aangesloten, zoals de GGD's, een recept halen voor een noodbehandeling met malariatabletten. Als zij koorts krijgen of zich grieperig voelen, kunnen ze volgens het LCR het beste eerst naar een ziekenhuis gaan voor een diagnose voor zelfstandig begonnen wordt met het slikken van de tabletten. "Als je echter niet binnen 24 uur bij een dokter kunt zijn, moet je dat wel doen."
In een aantal Duitstalige landen wordt het voor Nederland nieuwe protocol al tien jaar gehanteerd. "De globale conclusie is dat het niet tot een toename van malaria onder reizigers leidt."

Nearly 90% of sidewalk-blocking beer bars in Hanoi backed by police: chairman
About 87 percent of sidewalk beer bars in Hanoi, whose operations often occupy the pavements, are covertly abetted by local police officers, hindering ongoing efforts to reclaim the public space, the city’s chairman Nguyen Duc Chung has asserted.
Previous attempts to clear local promenades ended up in vain as local businesses kept repeating their illegal occupancy of the public areas, Chung said at a conference on Saturday morning. The ‘sidewalk reclamation’ campaign was initiated by the city’s Party Committee late 2014, but previous efforts did not prove effective as local police units have not imposed strict enforcement on those facilities that violated the law, according to the chairman. “I have conducted a probe and discovered that more than 150 out of 180 beer bars in Hanoi are abetted by local policemen,” he asserted. If the problem persists, the ‘sidewalk clearing’ effort will eventually fail, Chung underlined.
He ordered local authorities to be responsible and serious in dealing with the encroachment of pavements. “I will name and shame those corrupted officers and officials in each ward and district if they are not serious in their job this time,” he continued. The law enforcement officers in charge must be assertive in their duty, the chairman said, adding that those who keep failing to enforce the law should be dismissed or transferred to another position.
Chung also requested leaders of local authorities to set examples for citizens, and encourage their family members to comply with the regulation and respect sidewalk space.
The city’s leader considered the lack of attention from competent authorities another reason for the ineffective attempts.

After the designated period, officers will begin the final step with suitable punishments imposed on offenders.
Chung tasked the municipal Department of Police with dispatching enforcement units to reclaim the footpaths at each neighborhood. Regarding the penalty, those businesses that violate the rule three times shall have their business license revoked and be banned from operating. The illegal occupancy of sidewalks must be stopped as it has negative effects on traffic safety, the urban aesthetics, and environmental hygiene, chairman Chung asserted.

Will Vietnam ever be clean?

Since the first caveman threw away a banana peel and the caveman behind him complained, mankind has been grappling with litterbugs. After cavemen came cities, with the first record of garbage truck-style rubbish removal mentioned in the Egyptian city of Heracleopolis, 2,300 years ago. The ancient Greeks made a law that all non-renewable waste had to be dumped at least a mile outside the city of Athens. The good people of Pompeii piled their trash next to the tombs of the dead, seeing no difference between the two – funny how people looked at things in the past.
Health-wise, humanity twigged that it might be a good idea to get rid of the rubbish for the sake of the living. Yet, we’re still struggling with unpleasant and unhygienic littering habits in 2017.
As the Vietnamese winter fades and we’re out and about more often, littering becomes more noticeable and each year around this time, the comments start to flow on social forums about ‘litterbugs’ and their selfish, inconsiderate actions. So why do the Vietnamese still litter so much? How can the Vietnamese be so patriotic about their land while somehow not caring about the environment around them? I’m not talking about the occasional bag of chicken bones tossed on the street, I mean the piles of trash that I see every day driving along the coastal road from Hoi An to Da Nang and the use of vacant land as the nearest rubbish bin.
They’re told in their schools. They study the problems of pollution. The government posts thousands of signs nationwide about littering. It’s discussed on TV, social forums and in the newspapers. So why does it continue?
Now I should say that people in most nations also dump rubbish or show signs of selfishness in cleaning up their mess. Sydney parks and streets can look like a slum after New Year’s fireworks celebrations. Shame, Sydney, shame.
For Vietnam, littering comes with serious economic effects, reducing usable water resources, damaging agricultural production and harming people’s health via air-borne pollution from rubbish dump burning.
In the major towns and cities, people are generally dutiful in keeping their local spaces clean enough, although sometimes they have to be not so gently reminded by the local authorities.
However, I worry more about the tourism impact which is largely unrecognized and poorly understood. Beach and river pollution puts people off travel as so many other scenic and pristine tourist destinations are available these days. It also harms the national reputation as foreigners wonder about the local’s mentality and begin spreading the word on the Internet.
Having said that, the amount of rubbish left by tourists themselves is a huge problem for island tourism as it becomes harder to dispose of the waste and will become a growing concern on Phu Quoc Island and Con Dao too.
In the West, it took decades of public education in the media as well as in schools to install a strong sense of public responsibility and establish habits of disposing of rubbish in a sensible way. In nations like Japan, dumping trash anywhere is unthinkable as Japanese society follows the creed of everyone obeying social norms for the good of everyone – including no rubbish anywhere.
In Tokyo, I went to a cherry blossom festival with thousands of locals picnicking in the parks. At the end of the festival, everyone carefully removed all their rubbish leaving the parks almost totally clean. Almost no government cleaners were involved.
As a teacher, I know all too well that it takes time, repetition and a change in attitude before effective change takes place. It’s taken decades in the West to transform people’s habits and even then tougher laws and stricter policing have been required.
As with the traffic, spitting in the streets, public urination and dozens of other things we’d wish people wouldn’t do, it will take decades to develop the kind of personal civic responsibility that people, both personally and collectively, need to ‘do the right thing.’ First we need locals to ‘get the idea’ of not dumping stuff anywhere and making more of an effort to dispose of their trash in a thoughtful way. This, to me, applies more to the countryside folks and the mostly poor, uneducated population. And that’s where parents come into the picture.
It’s up to the first generation, not just to teach the next generation but also to set the example. In Vietnam, a lot is done by observing what others do. If one person doesn’t care – then why should I? If one group does something bad repeatedly then it becomes the norm as the problem seems too widespread to be changed.
So perhaps in the near future what we all see is only the beauty of Vietnam and not the ugliness of people’s bad habits. We’re not cavemen anymore!

Since the first caveman threw away a banana peel and the caveman behind him complained, mankind has been grappling with litterbugs. After cavemen came cities, with the first record of garbage truck-style rubbish removal mentioned in the Egyptian city of Heracleopolis, 2,300 years ago. The ancient Greeks made a law that all non-renewable waste had to be dumped at least a mile outside the city of Athens. The good people of Pompeii piled their trash next to the tombs of the dead, seeing no difference between the two – funny how people looked at things in the past.
Health-wise, humanity twigged that it might be a good idea to get rid of the rubbish for the sake of the living. Yet, we’re still struggling with unpleasant and unhygienic littering habits in 2017.
As the Vietnamese winter fades and we’re out and about more often, littering becomes more noticeable and each year around this time, the comments start to flow on social forums about ‘litterbugs’ and their selfish, inconsiderate actions. So why do the Vietnamese still litter so much? How can the Vietnamese be so patriotic about their land while somehow not caring about the environment around them? I’m not talking about the occasional bag of chicken bones tossed on the street, I mean the piles of trash that I see every day driving along the coastal road from Hoi An to Da Nang and the use of vacant land as the nearest rubbish bin.
They’re told in their schools. They study the problems of pollution. The government posts thousands of signs nationwide about littering. It’s discussed on TV, social forums and in the newspapers. So why does it continue?
Now I should say that people in most nations also dump rubbish or show signs of selfishness in cleaning up their mess. Sydney parks and streets can look like a slum after New Year’s fireworks celebrations. Shame, Sydney, shame.
For Vietnam, littering comes with serious economic effects, reducing usable water resources, damaging agricultural production and harming people’s health via air-borne pollution from rubbish dump burning.
In the major towns and cities, people are generally dutiful in keeping their local spaces clean enough, although sometimes they have to be not so gently reminded by the local authorities.
However, I worry more about the tourism impact which is largely unrecognized and poorly understood. Beach and river pollution puts people off travel as so many other scenic and pristine tourist destinations are available these days. It also harms the national reputation as foreigners wonder about the local’s mentality and begin spreading the word on the Internet.
Having said that, the amount of rubbish left by tourists themselves is a huge problem for island tourism as it becomes harder to dispose of the waste and will become a growing concern on Phu Quoc Island and Con Dao too.
In the West, it took decades of public education in the media as well as in schools to install a strong sense of public responsibility and establish habits of disposing of rubbish in a sensible way. In nations like Japan, dumping trash anywhere is unthinkable as Japanese society follows the creed of everyone obeying social norms for the good of everyone – including no rubbish anywhere.
In Tokyo, I went to a cherry blossom festival with thousands of locals picnicking in the parks. At the end of the festival, everyone carefully removed all their rubbish leaving the parks almost totally clean. Almost no government cleaners were involved.
As a teacher, I know all too well that it takes time, repetition and a change in attitude before effective change takes place. It’s taken decades in the West to transform people’s habits and even then tougher laws and stricter policing have been required.
As with the traffic, spitting in the streets, public urination and dozens of other things we’d wish people wouldn’t do, it will take decades to develop the kind of personal civic responsibility that people, both personally and collectively, need to ‘do the right thing.’ First we need locals to ‘get the idea’ of not dumping stuff anywhere and making more of an effort to dispose of their trash in a thoughtful way. This, to me, applies more to the countryside folks and the mostly poor, uneducated population. And that’s where parents come into the picture.
It’s up to the first generation, not just to teach the next generation but also to set the example. In Vietnam, a lot is done by observing what others do. If one person doesn’t care – then why should I? If one group does something bad repeatedly then it becomes the norm as the problem seems too widespread to be changed.
So perhaps in the near future what we all see is only the beauty of Vietnam and not the ugliness of people’s bad habits. We’re not cavemen anymore!

Deze foto kwam ik bij toeval op internet tegen. Je kunt bij de Cu Chi tunnels als souvenier ook slippers kopen, die van autobanden zijn gemaakt.
