Local paragliding club licensed to fly during Nha Trang Beach Festival

A paragliding club has received the permission to fly their paragliders in the south-central province of Khanh Hoa from now to the end of this year, just in time to be able to attend a beach festival to take place at the provincial resort city of Nha Trang next month.

The Nha Trang Paragliding Club is now allowed to take flight at four different locations in Khanh Hoa, two each in Nha Trang and Vinh Khanh District, between 8:00 am and 6:00 pm, from April 1 to December 31, Vietnam’s Ministry of Defense announced on Tuesday. This means members of the club will be able to showcase their performances during the Nha Trang Beach Festival - Khanh Hoa 2019, which will take place from May 10 to 13.

First held in 2003, the Nha Trang Beach Festival - Khanh Hoa is organized every two years with an aim to attract more tourists to the locality. This year’s festival will provide visitors with nearly 50 art, physical-sport, trade and symposium activities.

Founded in 2015, the Nha Trang Paragliding Club is only allowed to fly at destinations approved by the defense ministry’s Department of Operations. Besides the four destinations in Khanh Hoa, the club is also permitted to paraglide at the Hon Hong Mountain in the south-central province of Binh Thuan.

Professional model to represent Vietnam at Miss Universe 2019

The first runner-up at the Miss Universe Vietnam 2017 pageant has been selected to represent her country at the upcoming Miss Universe 2019.

The selection of Hoang Thuy, a professional model, was announced by the organizers of Miss Universe Vietnam on Monday. Thuy, 27, won the 2011 cycle of Vietnam’s Next Top Model, a reality TV series in which aspiring models compete for a chance to begin their career in the modeling industry.

In 2017, Thuy finished second in the third edition of the Miss Universe Vietnam pageant behind H’Hen Nie, who went on to make it to the Top 5 of Miss Universe the following year.

Before the start of her modeling career, Thuy went to the University of Architecture Ho Chi Minh City.

“Hoang Thuy stands out as the most fitting choice to compete at Miss Universe 2019 because she has the beauty, experience, maturity and fearlessness to take over the baton from H’Hen Nie,” the organizers of Miss Universe Vietnam said in a statement.

“Thuy has always been prepared to represent Vietnam in a global competition,” it added.
Writing on Facebook after her appointment, Thuy said she does not feel pressured by the achievements of her predecessor H’Hen Nie.
“I keep reminding myself that what I have been doing for the past few years were founded on a dream to make Vietnamese models and people known to the world, so this is a golden opportunity that I must seize,” Thuy wrote.

The organizers are seeking permission from the Department of Performing Arts to officially qualify Thuy as Vietnam’s representative at the Miss Universe 2019 pageant. As of May 2019, contestants from 18 countries and territories have confirmed their participation in Miss Universe 2019. The official date and host country for the pageant’s 68th iteration remains undecided.

Reden van deze laatste opmerking is dat visagisten hier in Vietnam vaak de neiging hebben om het gezicht op het hoofd te schilderen. Ik heb het dan niet over make-up om een speciaal effect te bereiken. Nee, je ziet het bijna altijd als standaard-opmaak bij bv. bruiloften, waardoor het resultaat –in mijn ogen- vaak heel kunstmatig is en je soms twee keer moet kijken om de bruid te herkennen.

Tja, ook dit zal wel “cultuur” zijn. OK, ieder zijn (wan)smaak.

Klimmen gevaarlijk? Mwah, ik vond zelf altijd de reis per auto naar de klimgebieden in België gevaarlijker dan de sport. Om over het oversteken van de weg bij Dave van de parkeerplaats naar de rotsen maar te zwijgen. Die liggen in een bocht van de weg, waar bestuurders meer naar de rotsen dan de weg met overstekende klimmers kijken. Dat betekende links kijken, rechts kijken, vooral heel goed luisteren en dan een sprintje naar de overkant. O-)

Af en toe een kneuzing en vooral schaafwonden is het ergste dat ik heb opgelopen met klimmen.

Maar kort geleden werd op National Geographic de film Free Solo over de eerste vrije beklimming van El Capitan door Alex Honnold uitgezonden.

Geweldige film. En ja, dat is pas echt gevaarlijk. Deze knaap klimt zonder enige vorm van zekering een route, waar ik voor het overgrote deel niet eens gezekerd en met strak touw door zou komen. Ver, heel ver boven mijn (helaas niet zo geweldige) kunnen.

A ten-day exhibition is ongoing in Ho Chi Minh City, showcasing photos capturing the worrying reality of air pollution in Vietnam. Running from April 17 to 28 at the Deutsches Haus Ho Chi Minh City in District 1, the event features outstanding works of the “Portray Air, Expose Pollution” photo contest that wrapped up in February.

The photo competition was jointly organized by the Center of Hands-on Actions and Networking for Growth and Environment (CHANGE) and the German Consulate in Ho Chi Minh City from December 21 to February 1, aiming to raise people’s awareness of air pollution and encourage real actions on protecting the environment.

Thirty-four most impressive entries were chosen out of 732 works are being showcased at the ten-day exhibition, and will continue to be on display at galleries around Ho Chi Minh City to convey the message of fighting against air pollution, the main cause of lung cancer.

Every year, approximately seven million people around the world die of lung cancer, and nearly a fifth of them are children under five years old.

Air pollution in Vietnam caused the death of 60,000 people in 2016 due to articulation disorders and respiratory diseases as well as decreased the gross domestic product (GDP) by five percent each year, according to statistics.

Vietnam suffered economic loss worth an estimated US$9.86-12.45 billion from air pollution in 2013, with Ho Chi Minh City accounted for 1.47 percent of the damage, or $117-183 million, according to a research by Fulbright University Vietnam.

The top prize of the “Portray Air, Fight Pollution” photo contest was awarded to Nguyen Thanh Chung, whose work is entitled, “A hub of thermal power plants in northern Vietnam”.

“The image of toxic exhaust from factories in the red sunset really appealed to me, so I decided to capture the moment without hesitation,” he talked of his award-winning photo. Chung shared that he took up photography as a hobby in 2016 and shot this photo by chance on his way searching for beautiful scenery in northern Vietnam.

The air pollution reality in Vietnam was also ‘exposed’ through many other works in different ways and forms, including photos of rice paddy fields on fire or people suffocated by polluted air during rush hour.

‘Corruption prevention’ to be taught at Ho Chi Minh City high schools

The administration of Ho Chi Minh City has plans for ‘corruption prevention’ to be officially taught at public high schools in the southern Vietnamese metropolis from 2019. Classes on preventing and fighting corruption will be integrated into Civic Education, a compulsory subject at Vietnamese high schools that teaches students about the law, ethics, and citizens’ roles in the society.

Accordingly, four and a half hours’ worth of anti-corruption classes, equivalent to six periods per year, will be added to high school curricula nationwide starting the 2019-20 academic year.

A textbook titled “Teaching Moral Integrity for High School Students”, compiled by the Vietnamese Ministry of Education and Training, will also be used as a reference material for these classes and associated extracurricular activities.

Corruption prevention will also be taught at vocational schools and community colleges in Ho Chi Minh City beginning next year.

The focus of anti-corruption classes will be on the definition, causes, and consequences of corruption, the importance of fighting and preventing corruption, and the role of citizens on this front, according to the municipal administration.

Ho Chi Minh City was among the Vietnamese localities ranked lowest in terms of control of corruption, according the 2018 Vietnam Provincial Governance and Public Administration Performance Index (PAPI) report released last month.

Corruption was one of the top three issues of greatest concern for Vietnamese citizens in 2018, with nearly 7.4 percent of over 14,300 respondents to a survey citing it as their top concern, the PAPI report showed.

Kan je niet aan een of meer leerlingen van Minh vragen of ze dat voor jou in het Engels vertalen, bijvoorbeeld ieder een hoofdstuk. Kan daar gelijk een beoordeling en cijfer aan vast gekoppeld worden.

Ik zou zelf al een groot probleem hebben om dat boek te vertalen, laat staan mijn studenten! Het belangrijkste probleem is om de verschillen in cultuur en manier van schrijven van het Vietnamees naar het Engels te vertalen.

Most visitors to Vietnam's famed Ha Long Bay opt for cruise views of the UNESCO heritage site but from Friday tourists can hop on a helicopter to see the area's famous karst rock formations from the skies.

Nervous flyers beware.

A pair of five-seater helicopters soared up to 300 metres (1,000 feet) to offer passengers aerial views of the limestone towers, cruise ships and the odd houseboat dotting Ha Long's green waters for the maiden flights on Friday.

Helicopter manufacturer Bell said the trips, which start at US$125 for 12 minutes, were aimed at tapping into a growing number of tourists to Vietnam -- many from the world's second biggest economy. "With the Chinese economy growing, you're seeing more tourists come here," said David Sale, Bell's managing director for Asia-Pacific.

The number of visitors to Vietnam grew nearly 20 percent last year, with one-third of the total coming from China. Domestic tourism is also booming among Vietnam's fast-growing middle class with expanding appetites -- and budgets -- for travel.

Ha Long Bay is one of the country's top draws, with as many as 500 cruise ships in the bay every day and a newly-opened airport helping to funnel visitors into the area. But the tourist boom has also prompted environmental concerns in the once-pristine bay in Quang Ninh province, also home to home to rapid industrialisation.

"We're under pressure from the coal industry, the urbanisation process, the arrival of more tourists and the population increase," said Le Minh Tan, deputy director of Quang Ninh's tourism department.

He added that a waste-water management system is set to be rolled out soon to deal with sewage spewed out by cruise ships daily. "We're launching many programs in the area to ensure the environment of Ha Long is green and clean."

Sinds een week heeft men onder het motto van Herrie En Lawaai Is Ons Streven weer wat nieuws verzonnen. Vanaf ca. 5:00 komt er –gelukkig (nog?) niet op zondag- herrie uit de publieke luidsprekers. Want je moet toch wel zwaar (gehoor)gestoord zijn om dit vervormde gekrijs “muziek” te noemen.

De herrie komt riant dóór de dubbele beglazing en het geluid van de airco heen de slaapkamer binnen dus heel veel decibellen.

Het idee van deze publieke installaties is al heel oud. Vroeger hadden de mensen bijna niets en diende de installatie om met name de arme mensen ook wat muziekplezier te geven en ze ’s morgens vroeg te wekken om fris en monter aan de arbeid te gaan. :+

Tegenwoordig vind je in elk huis een TV, smartphone, karaoke-installatie en motorfiets. En jawel, gelukkig vaak ook een slaapmatje dat tegelijk als eettafel fungeert. En is de publieke installatie eigenlijk voor het overgrote deel van de tijd volstrekt overbodig.

OK, toegegeven, soms is de installatie wel nuttig, bv. als een koe ontdekt dat het gras elders toch groener is en op avontuur gaat. Waarom die melding dan verzuipt in een half uur zwaar vervormde muziek is me nooit duidelijk geworden, maar dat kan aan mijn kleine snappertje liggen. En ook de dag voor de tyfoon was hij continu en redelijk zinvol in bedrijf. Maar de normale reclameboodschappen s‘middags lijken me vrij nutteloos. Vooruit, misschien de enkele officiële mededeling...

Klaarblijkelijk heeft een door een bij gebrek aan gewicht omhooggevallen nitwit het in zijn enkele hersencel gehaald om op deze gestoorde wijze oude glorieuze tijden te doen herleven.

Uiteraard kan mijn sarcastische geest nog wel een paar andere redenen verzinnen.

Met stip op #1: “Fred zieken”
“Een beetje lopen klagen over onze nationale karaoke-cultuur? We krijgen hem wel.”

Op #2: “Het tijdstip”.
Normaal is hier rond 5:00 PM een uitzending. Ik sluit niet uit dat iemand AM en PM door elkaar haalt. O-)

Op #3. “Aso”
De persoon, die de installatie aanzet, haalt ook zijn voldoening uit het verkloten van de leefkwaliteit van een grote groep buurtbewoners, net als die aso's hier vlakbij. Eén van die mannen bedreigde zelfs anderen, o.a. onze buurvrouw!.

Voor de geluidsoverlast zal wel hetzelfde gelden als voor de kwaliteit van het slootwater: “ ’je ziet niets’ dus is het goed”. Jawel, dat is de serieuze opvatting hier.

Dat men elders er intelligentere gedachten op na houdt mag blijken uit 'Geluidsoverlast maakt mensen ziek'

Maar hoe prop je deze, gezien de kop van dit artikel ook nog eens ongewenste kennis in die ene hersencel?

Dozens disqualified from police academies in Vietnam after cheating scandal

The Vietnamese Ministry of Public Security on Tuesday announced it would dismiss from its undergraduate institutions 28 students whose real scores in the 2018 National High School Examination did not qualify them for admission. These students were among 64 exam takers from the northern province of Hoa Binh who had their scores raised by insiders in a high-profile cheating scandal that shocked the country last year.

With their manipulated scores, these 28 students were able to get into prestigious public security ministry-run institutions in Hanoi including the University of Firefighting and Fire Prevention, the People’s Security Academy, and the People’s Police Academy, for the 2018-19 academic year. As their real scores fell short of requirements for admission to these schools, their enrolment will be terminated with immediate effect, a representative from the ministry’s training department said on Tuesday.

As an academic year usually begins in September or October in Vietnam, these students had completed their first semester at college by the time the decision took effect. Results of the National High School Examination, held every year around June, are used to determine whether a student qualifies for graduation from high school and acts as a placement test for college and university entrance in Vietnam.

In 2018, nearly one million candidates took part in the three-day exam, where they sat for tests in math, literature, foreign languages, physics, chemistry, biology, history, geography, and civics.

Suspicion of cheating was raised after exam results were released in early July 2018, with a police investigation that followed uncovering test score manipulation in the three northern provinces of Ha Giang, Son La and Hoa Binh.

More than a dozen people, including education officials and a police officer, have been prosecuted so far in all three provinces on charges of abusing powers and positions while performing duties.

Vietnam Deel 2 was de eerste post. Mijn commentaar daarop was “Ik heb al meerdere posts geschreven over seksuele voorlichting en met name anti-conceptie. Ik heb niet het idee dat er sinds dat moment ook maar een millimeter veranderd is en verwacht dat ook niet de komende tijd.”

Minh heeft afgelopen zondag wat vragen hierover gesteld aan de drie studenten (ca. 18 jaar) van de oudste groep. Een deel van het gesprek was ik er ook bij. Twee van hen bleken redelijk open in hun antwoorden. Niet geheel toevallig de twee die naar de toeristenopleiding gaan en dus ook gemakkelijk moeten kunnen spreken. :+

Tja, zoals ik al eerder aangaf: het blijft alles bij elkaar een neerslachtig verhaal.

School?
Op school wordt er niets aan gedaan. Nog net de bloemetjes en de bijtjes tijdens de biologie-lessen, maar de link naar mensen wordt verder niet gelegd.

Ouders?
Vergeet het maar.

SOA’s of het Vietnamese equivalent ervan?
Tis dat?

Condooms?
Soms nemen de jongens ze mee naar school en tonen ze aan de andere leerlingen. En dat is denkelijk alle kennis er over… :+

Aids?
Eén van de leerlingen gaf aan dat aids te genezen is mits je er binnen 6 maanden bij bent. Iets met klok en klepel.

Zwanger bij bij de eerste keer seks?
Kan dat echt?” Dat was de voornamelijk zwijgende derde leerling. In mijn oren klonk het geschrokken maar hopelijk was dat verbeelding…

Vragen op school om dit bij de biologieles te behandelen?
Na dit gesprek geloof ik niet dat er ook maar één leerling te vinden is die dat durft. Daarnaast gaf Minh aan dat ze serieus betwijfelt of de leraren dit zelf wel allemaal weten, laat staan daar een les over kunnen geven. (Jawel, er zijn zo nodig genoeg gekwalificeerde mensen voor een les te vinden dank zij een medisch centrum in de buurt.)

We hebben de leerlingen aan het eind bedankt voor de zeer open en soms ook gewoon zakelijke/volwassen wijze waarop ze op onze vragen zijn ingegaan bij dit voor hun toch denkelijk “moeilijke” onderwerp. Respect.

En mijn eerdere commentaar blijft –helaas- ongewijzigd staan.

Vragen aan het dorpshoofd
Minh heeft op mijn verzoek deze –netjes geformuleerde- vragen aan het dorpshoofd gesteld. Hij zat in Hue maar stond Minh als altijd vriendelijk te woord. Waren alle mensen in de wijde omgeving en met name die van de overheid maar zoals hij! Zijn antwoorden in italic, mijn commentaar daaronder, voorafgegaan door een @..

Waarom is er plotseling sinds een week om 05:00 muziek uit de speakers?
Dat is een instructie van de People Committe van het dichtstbijzijnde grotere dorp, waar wij onder vallen: zowel ’s morgens als ’s middags rond 5:00 uur. De reden dat ik er nu last van heb staat verderop onder “slecht nieuws”..

@ Tja, die zitten op ruim 8 km., dus horen de pestherrie niet.. Vast iemand die er niet meer op mag van zijn vrouw (zeiden we vroeger in militaire dienst over Bernhard als we een nacht-alarm kregen).

Vroeg wekken
Waarom worden oudere mensen, die hun hele leven vroeg op zijn gestaan nog steeds vroeg gewekt? Ik zat zelf vaak om 06:00 in de auto om meer dan 200 km. te rijden naar mijn werk voor die dag en om 17:00 weer 200 km terug. Dat zijn ongetwijfeld veel langere dagen dan de gemiddelde ambtenaar hier maakt.
Het dorpshoofd snapt het probleem en bood zijn excuses aan. Helaas heeft hij niet de macht om daar iets aan te veranderen.
@ Dat klopt. Hij moet voor een lullig bedrag van VND 1M (= €40!!!) per maand al onze ellende aanhoren en ook nog actie ondernemen, vaak zonder dat hij de bijbehorende verantwoordelijkheid ook heeft. Klotenbaan. Nogmaals, ik neem hem niets kwalijk. Diep respect voor deze man.

Zelf beslissen
Waarom mogen we zelf niet beslissen hoe laat we wakker willen worden? Iedereen moet op een verschillende tijd naar het werk. Iedereen hier heeft een smartphone met wekkerfunctie.
@ Tja, de verantwoordelijke People Committee wil blijkbaar laten zien wie hier de lakens uitdeelt. Misschien doen ze dat op deze manier ook wel, maar ik heb nieuws voor ze. De baas zijn ze zeker niet, dat zijn dat stelletje karaoke-aso’s die zonder enig probleem de complete omgeving mogen terroriseren. Kortom, haal het “People” maar weg uit de titel, want daar wordt absoluut geen rekening mee gehouden. Dat “behoorlijk bestuur” in Nederland is zo slecht nog niet. Daar wordt je niet als een onmondig kind behandeld.


Slecht nieuws
Het dorpshoofd had nog meer slecht nieuws.

Een aantal mensen heeft geklaagd, dat ze het geluid van de speakers niet kunnen horen. Denkelijk al stokdoof van het al dan niet eigen karaoke-gekrijs. Uiteraard is de People Committee zeer gevoelig voor dit soort klachten. Er werd onmiddellijk actie ondernomen en hebben dus in hun oneindige wijsheid besloten dat het volume hoger moet.

Ik had het al gehoord. Het geldt met name voor de middag-uitzendingen. Het komt door de dichte deur van mijn kamer en door niet al te luid staande muziek heen. .

Zou ik een nieuwe set oordopjes bij de overheid kunnen declareren? O-)
